Felleng
began her career in South African Mutual
Assurance Society (Old Mutual) as a Legal
Advisor - Corporate Law Division.
She left Old Mutual to study Electronic
Communications Law in Australia.
Upon her return, she joined the Centre
for the Development of Information and
Telecommunications Policy (CDITP),
where she was responsible for telecommunications
policy research.
After leaving CDITP she joined Telkom
South Africa where she worked initially
as a Corporate Accounts Manager and later
as a Regulatory Executive.
Before relocating to Nigeria in early
2001, Felleng was General Manager,
International Business Development, MTN.
She led the team that successfully bid
for the GSM licence in Nigeria. She was
until recently, Corporate Affairs Executive,
MTN Nigeria Communication Limited, overseeing
the Company Secretariat, Legal Regulatory
Affairs, Commercial Legal and Corporate
Relations departments.
Her functions involved among other things
issue monitoring to provide early warning
and analysis of opportunities or threats
presented by government activities, guidance
regarding compliance with Telecomms Regulations
and Legislation and negotiating and monitoring
interconnect and all other agreements.
Felleng is highly experienced in the media
and telecommunications arena. Prior to
joining MTN, she was Chairperson of
the Independent Broadcasting Authority
in South Africa (IBA). She was also
Chairperson of the National Telecommunications
Forum, where she was actively involved
in the Telecommunications Policy process
leading to the enactment of the South
African Telecommunications Act of 1996.
She holds Law Degrees from the Universities
of Lesotho and Cape Town and a Post-Graduate
Diploma in Media Communications and Information
Technology Law from the University of
Melbourne.
